i suppose its not a nice thing to call someone, now or ever; although Oscar Wilde was partial. to the phrase as well as its designees.
anywho. "street arab" are the words that came instantly to mind when i saw these pictures. i don't think i mean it as a compliment.
The comment about "street arabs" is weird and probably racist.
Regardless, "street arab" was a term common in 19th century England to refer to a homeless child.
