It does appear to be a confederate flag hat, yes. But I'm supposing that was a stylist's choice and not his, since he's from New Zealand and not the redneck (at least, the American sort - does NZ have rednecks?) being in a Britney video would appear to paint him as.
He was actually in a good movie in the form of Little Fish, but he had gross facial hair and a prosthetic leg, so...
