I am thinking this is the German film about the police officer but I can't remember the name of it for the life of me. I can't find it on my Netflix.

The car picture and the main actor mowing the lawn are what gave it away for me. I have to say that this movie seemed so dated that when I watched it I was sure it was from the early 90's. I was surprised it was as acclaimed as it was.
